Mix the flours, baking powder, baking soda, and sea salt in a large bowl.
Stir in the oil, maple syrup, vanilla, and milk.
Stir in the chocolate chips, reserving a few for the tops of the cookies.
Divide the batter into about eight balls and flatten them onto a parchment paper-lined baking sheet (don't knead the dough!). Add the any reserved chocolate to the top at this point.
Bake 8-10 minutes or until lightly golden around the edges.
